Message From President Gail Bjork

President Bob Rapoza conducted a telecon with information concerning the POSt plan and how it will affect Postmasters. The call was tonight from 4:00pm - 5:00pm CST. Here are the highlights.

1. Check the NAPUS.org website for the following links:

a. POSt Plan Frequently Asked Questions & Answers (there are more than 100 so far with more being asked and answered daily)

b. SOV - a new and CORRECT formula should be on this site by Friday May 18th, 2012

c. eCareer - two separate choices: Full Guide - shorter refresher Power Point

2. There have been meetings conducted in VA, WV & PA concerning the POSt plan and we were told that the information given in those meetings are NOT factual.

3. Offices going to be upgraded will be notified within the next 2 weeks

4. There will be two postings for VACANT level 18 and above offices (this will include offices that WILL BE upgraded due to the POSt Plan) - one pre VER (within the next month) - one post VER (exact time to be determined)

The offices posted will state whether they will be administrative offices or not (in charge of more than one office)

The timeline to bid will be short

These will be open to ALL active Postmasters

5. The PRC will be asked their advisory opinion on May 25th

6. Committee meetings will be held beginning after Labor Day - each community will be given 4 choices

a. consolidate with another Post Office

b. have a Village Post Office

c. be serviced by a rural carrier

d. keep Post Office with reduced window hours

NOTE: If the USPS decides to close a Post Office, the PO101 will still have to be followed.

It is VERY IMPORTANT to make sure your SOV is correct - it could keep your office from downgrading to a 2 or 4 hour office - it could also BUMP you up to a level 18 office. Make sure your eFLASH is correct. A 6 hour office will need to have 4 earned hours daily - a level 18 office will need to have 5.75 earned hours daily. The data being used is from FY11. In October, offices will be evaluated based on FY12.

If you are considering applying for a different position within the Postal Service than you hold now, I can't emphasize enough the importance of getting your eCareer updated. Use the NAPUS.org site to help you get ready for a career change. One suggestion is to have your KSA's in a Microsoft Word document that you can "copy" and "paste" into the eCareer site.

One other note - a friend of mine suggested obtaining a copy of the training received while working at the USPS - this might aid you in your "post" USPS life.

PLEASE get informed and then help your neighboring Postmaster. I never pretended to be able to do this job alone - that becomes more evident every day.

NAPUS Headquarters said it is in the ELM 519.733 if you needed the exact reference.
